International Delivery of Literature for the Blind

The following items qualify as literature for the blind:

• Braille publications
• Sound recordings, special papers or any other accessory designed to master difficulties related to blindness intended solely for the use of blind people, provided that they are sent by or addressed to an officially recognised institute for the blind or a blind person.

Shipping requirements:

• Items must be sent unsealed
• Items must be identified as «Cécogramme  – Envois  pour  les aveugles» in the postage area
• Items must include the information “do not postmark” if no additional services are required.
• Items must not include any personal documents
• They may not include cancelled stamps, stamps in mint condition or special-value items. 

Literature for the blind is free of postage with the exception of additional services.
Available additional services: registered mail, advice of receipt, deliver to addressee only

Посылки и мелкие пакеты, пересылаемые с помощью DHL Paket International и DHL Päckchen international до экспорта из Германии, также имеют уникальный 12-значный номер, который после экспорта заменяется на стандартный международный номер отслеживания МПО и имеет вид:

• Rx123456789DE – мелкие пакеты массой до 2 кг,
• Cx123456789DE – посылки массой от 2 до 20 кг,

Для мелких пакетов Global Mail Packet Standart и Priority присваивается трэк-номер вида GM12345678901234567, отслеживаемый на странице сайта DHL Global mail. К сожалению, отслеживать такие мелкие пакеты бывает возможно только до момента экспорта из страны отправителя МПО, но как известно, эти МПО проходят транзитом через Германию, где они нередко передаются партнерам по доставке в конечную точку маршрута. Этими партнерами может быть и Почта России / EMS, украинский Росан и т.  п. В этом случае на этапе транзита через Германию, Вы можете увидеть уведомление о присвоении внутреннего 12-значного номера отслеживания под надписью Delivery Partner. Этот номер необходимо использовать для отслеживания по инструкции, приведенной выше для Deutsche Post / DHL, т. е. он будет изменен на стандартный трэк-номер вида R(С, E)x123456789DE для отслеживания в системе Track & Trace.

Introduction to the Austrian postal service

However, on 1 May 1996, the organization became a public limited company, Post und Telekom (PTA), and just three years later, was split into two companies. The telecom side became Telekom Austria, which was fully privatized in 2000 and listed on the Vienna Stock Exchange. The postal side, however, became Österreichisches Post AG and remains a government entity. That said, services are becoming increasingly liberalized.

The first standardized mail route was created in 1490 and ran between Innsbruck in Austria and Mechelen in Belgium. In the 1500s, the network of mail routes expanded to connect Austria with major cities in France, Italy, Spain, and Portugal. And by the 1800s, the system had grown to include letterboxes and money orders. In 1918, with the increasing use of planes, international airmail was introduced. The first route ran between Vienna, Krakow, and Lviv. 

Отслеживание USPS Priority Mail и USPS Express Mail

Это наиболее распространеные виды отправлений, о них стоит расказать подробнее, вернее о том, как их отследить. Priority Mail — это отслеживаемая почта, так обозначаются внутренние оптравления, с ограничением по весу до 70 фунтов и доставкой в течение 2-3 дней.

Международные отправления — это USPS Priority Mail International. За пределами США доставляются национальной почтовой службой, то есть в России Почтой России, Украине — Почтой Украины и т.д. При этом мелкие пакеты, отправленные USPS Priority Mail International отследить можно при условии, что отправитель за дополнительные деньги купил такую опцию как «Registered mail». Тогда отслеживание мелких пакетов будет происходить уже не по номеру вида LA*********US и только в США, а по треку вида RA*********US на всем пути до вручения. Сроки доставки колеблются от 25 до 30 дней.

Международные посылки USPS на территории получателя также доставляются государственным почтовым оператором, маркируются диапазоном букв от CA до CZ и доставляются около двух недель.

Внутренние отправления EMS называются Priority Mail Express, они отслеживаемые и по Америке приходят уже на следующий день. Priority Mail Express International как уже понятно по названию — зарубежная экспресс почта с номером отслеживания EA*********US, со сроками доставки до двух недель.

International Letter Mail Plus

International Letter Mail Plus is an inexpensive shipping option available if the following requirements are met:

• A minimum of 20 letters per batch (additional charge for missing items possible)
• EUR 15 minimum per batch (including all additional services)
• Pre-printed and completed posting list based on our Österreichische Post template
• Postage paid for with the Österreichische Post franking impression

Track and trace your parcel by tracking number

A tracking number is a unique code assigned to almost all postal items (except for unregistered mail). More often than not, it comprises of several alphanumeric characters but can consist of just numbers as well.

Tracking number format very much depends on the regulations of each postal/courier service. For instance, tracking codes that correspond with UPU S10 standard are made up of 13 characters, while the ones for SpeedPAK are about 30-symbols long.

Last year, the Chinese postal industry processed 40.1 billion pieces of outbound mail. Seventy percent of this volume was due to the delivery of purchases from Chinese online stores alone. China Post, the national postal service of China, accounts for a big chunk of such shipments. Learn more.

ePacket is a subsidiary of China EMS. The service was formed specifically for e-commerce purposes, namely for eBay merchants shipping from China to the US. Read more.

Sending mail internationally

Austrian Post offers plenty of options for international mail. The company offers three categories of tariffs: the European Union, Rest of Europe, and Rest of World. In addition, you can opt for Priority or Economy services, and although there is only a small price difference, Priority Mail is much faster. That said, your mail must be machine-processable and addresses must be machine-readable. 

Of course, there are many other international mail services available in Austria. If you are sending something important, for example, you can choose signature-on-delivery or tracking services. There are also special parcel services available for wine and military mail. 

Many international courier companies also operate in Austria. Although these are often far more expensive than Austrian Post, they usually offer more secure and much faster delivery services. These companies include:

If you need a post office in Austria, just look out for their easily identifiable yellow and blue symbols. These offices are all over the country, including the rural areas. However, the biggest ones are usually in city-center locations and railway stations. As well as standalone post offices, you can also access services at post office retail outlets; this includes Trafik, a local newsagent and tobacconist.

Most post offices in Austria are open from 08:00 to 18:00 on weekdays. However, larger locations may have longer hours and operate on Saturdays, too. If you need to go to one, try to avoid going at lunchtime, as this is when stores are usually busy.

As well as offering all the usual postal services, some Austrian Post offices also offer many other services. These include retail banking (including accounts, loans, and insurance) as well as currency exchange and money transfers. 

Postal services in Austria

Now, Austrian Post – or its official name, Österreichische Post AG – is a multifaceted organization. Because of this, the company has several segments and subsidiaries, including the following: 

• Austrian Post – the official mail division which offers philately, sorting and mail delivery, and some newspaper and regional media distribution
• Parcel & Logistics – this division deals with the mailing and delivery of parcels and express mail, as well as specialized logistics for freight, pharmaceutical, and temperature-controlled logistics
• Corporate – this section deals with commercial properties owned by Austrian Post, IT support, and administrative activities for the company 
• Bank99 – this is a credit institution run by Austrian Post offering online services and 1,800 service points throughout the country. It offers a range of financial services – especially in rural areas – including bank accounts, international money transfers, and credit cards. 
• Austrian Postal Savings Bank (or Österreichisches Postsparkasse) – this is the company’s retail banking division

The postal services can be divided into several categories. The state-run Austrian Post has a total monopoly on local mail weighing up to 50 grams and is required to provide universal services nationwide; this includes the delivery of letters, newspapers, and parcels up to 20kgs. However, due to the increasing liberalization of the sector, private companies can offer a multitude of other postal services; as well as parcel delivery and mail to foreign destinations. As such, there are many courier services operating in Austria, including GLS, UPS, TNT, DPD, DHL, and FedEx.

Прежде всего, отследить по номеру отправления, идущие из Германии, можно на сайте Deutsche Post – государственного почтового оператора. Отправлениям присваивается 12-значный номер, который является внутренним. Его нужно вводить на сайте почтовой службы, предварительно выбрав тип послания, это может быть письмо и посылка. Для удобства пользования можно перейти на английскую версию сайта, и при прокрутке страницы внизу будет нужная строка.

Кроме того, существует масса других сайтов, которые проверяют информацию трек-номера через всех почтовых операторов, выдавая информацию без необходимости пользоваться другими ресурсами. Они могут переводить статусы посланий на русский язык, а также способны предварительно оценивать, в какой срок отправление поступит в Россию. Ни один сервис, включая неофициальный, не позволит найти посылку по фамилии получателя или отправителя, как и по адресу прибытия. Для этого нужно применять только трек-номер, который выдается в отделении почты при отправке.

Отслеживание посылки через сайт Почты России

Когда посылка из Германии пересекает границу, ей присваивается международный номер, хотя ранее он был внутренним. Его можно применять и на сайте Почты России, если известно, что посылка прошла необходимые таможенные процедуры и была зарегистрирована внутри страны. Тогда международный код позволит найти информацию об отправлении, причем будет находиться дата, время и последние пункты, где отмечалась корреспонденция.

Инструмент для поиска присутствует на главной странице сайта российского почтового оператора. От человека нужно только ввести цифро-буквенную комбинацию и нажать кнопку поиска. Также можно зарегистрироваться, чтобы все ожидаемые посылки собирались в личном кабинете, и не приходилось постоянно вводить коды для отслеживания. Приложение для мобильных телефонов от Почты России поддерживает еще и функцию уведомлений, которые приходят пользователю при смене статуса отправления.

Статусы отслеживания посылок

Прежде чем приступить к рассмотрению статусов, выясним, сколько идет посылка из Австрии в Россию. Судя по отзывам на интернет-форумах соответствующей тематики, разброс сроков доставки очень большой. Например, если не используется EMS-сервис, не исключено, что посылка будет доставлена через месяц, а то и дольше.

Объясняют это явление наши соотечественники так: с австрийской стороны отправление, скорее всего, прибудет на таможню максимум за 2 дня. А на российском пункте пропуска может пролежать до 2 недель.

Затем потребуется время на перевозку до сортировочного пункта. На саму сортировку может уйти неделя – вот и получается где-то около месяца. Но в целом сроки доставки – практически лотерея: некоторым россиянам посылка приходила в течение 4 дней.

Те, кто планируют отправить посылку в Австрию, могут рассчитывать, что транспортировка займет не больше недели. И в данном случае на скорость доставки тоже значительно влияет эффективность работы сортировочного центра на таможне.
